Holland Conservation Commission

Minutes of Commission meeting held on August 11, 2009.
~
Present:  Mary vandenBerg, Chairperson, Marcia Beal, Patricia Caron, Howard Fife and Nathan Gumlaw.  Absent:  James Wettlaufer.

Chairperson called the meeting to order.

The Minutes of July 28, 2009 were read and accepted and will be distributed.

Mary vandenBerg reported having received by Fed-Ex 3 Notices of Intent prepared by Geosyntec Consultants, submitted by Pioneer Valley Planning Commission (PVPC) for the projects partially financed with federal funds from the Environmental Protection Agency (EPA) to the Massachusetts Department of Environmental Protection (DEP) under a s.604(b) Water Quality Management Grant.  Projects being at Mashapaug Rd., Kimball Hill Rd. and Fenton St.  A Public Hearing is scheduled for August 25, 2009 at 7:30 p.m. to be held in the Community Room.  Howard Fife made a motion that the Conservation Commission pay for the Legal Ad since it is a Town project.  All were in favor.

Howard Fife, Agent reported:
1 – Giving to the Executive Secretary, as requested, minutes from 4 HCC meetings, the Request for Determination and the Determination paperwork for the Northeast Concepts, Inc.’s project on Chaffee Rd.
2 – Meeting with Brian Johnson, Highway Supervisor, to discuss the driveway for Trenton Carlson of 174 Mashapaug Rd.
3 – Meeting with Brian Johnson, Highway Supervisor, regarding the Chaffee/Chandler Rds’. storm water discharge.

7:45 p.m.  Edmund Manicki of 189 Mashapaug Rd. who wants to replace lakeside retaining wall with a concrete wall which will require the use of a backhoe and was given a Notice of Intent form on July 28, 2009,  requested help in completing the form which we did.  A Public Hearing is scheduled for 9-8-09 at 7:30 p.m.

8:05 p.m.  Gary Barker of 11 Pine Tree Dr. Map R-14-B-06 wants to rebuild a 60’ waterfront retaining wall with a concrete wall which will require the use of a backhoe. He was given a Notice of Intent form with instructions.

8:30 p.m.  Trenton Carlson gave us a copy of his recorded Order of Conditions from the Hampden County Registry of Deeds for his project at 174 Mashapaug Rd. Map 10A-6.02, DEP File #184-0232 to construct a driveway/parking area for a single family home.  Mary vandenBerg signed Procedure Sheet #2008-1243 (amended) “as per Order of Conditions 184-0232”.

Mary vandenBerg of 26 Hamilton Dr., R-41-B-73 wants to remove a large pine tree.  All were in favor of the project.  Howard Fife signed Procedure Sheet #2009-T, with the condition “stump and roots must remain”.

The meeting was adjourned at 8:55 p.m.
